Judy dreams of becoming a policeman, exhibiting her dream in a school play. The school where she and her classmates explain how animals have changed over time.
After the play is over, her parents try to convince her that rabbits would never be policemen. While her parents talk, Judy goes to help her friends who are bothered by Gideon Grey. He tells Judy that she is just a farm bunny.
Judy hits him, but Grey immediately assaults her by scratching her in the face and then leaves. When he goes, her friends thank her for her heroism, and Judy firmly decides to become a cop.
Fifteen years later, Judy enters police school. After weeks of suffering, she fulfills her dream. She wants to be the first rabbit officer in the police department of nearby Zootopia.
However, Hopps is assigned to the parking meter booth by police chief Bogo, an African buffalo. Bogo doubts her potential just because she is a doe and therefore smaller than most animals of great size and strength. however, like Clawhauser, he is also a fan of Gazelle.
That same day, her boss Bogo challenges Judy to collect 100 fines in one day. Judy takes his understatement as a challenge and sets out to collect 200 before noon and succeeds.
During one of her shifts, she encounters Nicholas “Nick” Wilde, a fox hustler who pretends to be a father at the elephant ice cream store to buy a Jumbopop for his son, who is a full-grown desert fox named Finnick.
However, Judy discovers the trap: Nick and Finnick melt the giant popsicle under the sun; they then create dozens of mini popsicles and sell them to hamsters at a colony. They then collect the wooden sticks sell them to a mouse construction site at the territory.
Judy immediately confronts Nick for tricking her earlier into taking pity and buying the tremendous pallet. Still, Nick advises her never to try to be what she is not because that fails every time, and she walks away, leaving her stuck in cement.
Judy, depressed, goes home, where she motivates herself to be a better cop and stop writing tickets. The next day, Hopps continues her usual job as a parking meter officer and thinks about quittin. But she manages to prove her worth by leaving her shift to stop a thief named Duke Weaselton.
She ends up in a chase where the thief damages a donut store and almost hurts a citizen shrew whom Judy saves and manages to catch the offender with the same giant donut.
Despite catching the criminal, Judy is immediately reprimanded by her boss Bogo for her disobedience. She is nearly fired until Mrs. Otterton, an otter, arrives asking for help locating her missing husband, one of the many newly missing animals in Zootopia.
Hopps offers and agrees to resign to Bogo’s dismay if she cannot solve the case within 48 hours.
Looking at the file, Hopps discovers that Otterton was consuming one of the mini-palettes Wilde was selling. Judy finds Nick Wilde, who is walking a baby.
Judy tells him she needs him to solve a case, but Wilde refuses and goes on his way. However, Judy intercedes and immobilizes the stroller, and arrests him.
With no other choice and reluctantly, Wilde accepts on the condition that Judy gives him the recording after solving the case; he then takes Hopps to where he last saw the otter, a naturalist club, where one of the managers gives them the license plate number.
